Exploramos las actitudes de los españoles hacia las herramientas digitales propuestas por los actores políticos durante las elecciones generales españolas de 2008. Analizamos seis grupos de discusión organizados según las dimensiones de edad, identificación ideológica y nivel de institucionalización a la hora de participar en política. Exploramos hasta qué punto la brecha digital generacional de los usuarios de Internet, la auto-ubicación ideológica o la pertenencia a partidos políticos y movimientos sociales influye en la percepción de la ciberpolítica. Vers la fin des années 1750, une Académie de Mathématiques fut créée au sein de l’Académie Militaire de la Garde du Corps à Madrid, dirigée par Pedro Padilla jusqu’à sa fermeture en 1760. En 1753, Padilla commença à publier son Cours Militaire de Mathématiques pour l’usage de cette Académie. Le besoin de textes mathématiques en espagnol dans le domaine militaire a conduit à la création en 1757 de la Société Royale Militaire de Mathématiques à Madrid sous la direction de Pedro (...) de Lucuce, lui aussi directeur de l’Académie Militaire de Mathématiques de Barcelone depuis 1738. Les membres de la Société ont été chargés de l’élaboration d’un cours complet dans lequel les mathématiques étaient considérées comme essentielles à la formation militaire des officiers artilleurs et des ingénieurs militaires. La Société, supprimée en 1760, a réussi à réunir une excellente bibliothèque scientifique et technique servant à son tour à fournir des futures bibliothèques militaires. Le but de cette contribution est d’explorer et de comparer la manière dont l’étude des mathématiques a été abordée dans ces deux cas. In 1753, Padilla authored and published his Military Course of Mathematics for the specific use by this Academy. The further need for mathematical texts in Spanish for military training coursework led to the founding of the Royal Military Society of Mathematics of Madrid in 1757 under the direction of Pedro de Lucuce, the headmaster of the Barcelona Military Academy of Mathematics since 1738. The members of this Society were entrusted with producing a comprehensive course program in which mathematics was considered and presented as essential to training of military engineers and gunners. The Society of Mathematics was dissolved in 1760 but had succeeded in building an extensive scientific and technical book depository that later served as a valuable resource supplying other military libraries. The aim of this contribution is to explore and compare how the study of mathematics was approached in these two cases. (shrink)

A systematic effort to rethink Freud's theory of the unconscious, aiming to separate out the different forms of unconsciousness.

In this paper, I will be primarily concerned with moral issues regarding future people and the environment. When it comes to the future, we have deontological and epistemic limitations. The closer to the present, the higher the certainty and the knowledge we have about facts. Thus, when we intend to find moral clarity regarding a future scenario, we deal with an inverse relation between certainty and time. The main problem is that most ways of dealing with moral issues about future (...) scenarios do not address this relation, and rather focus on things that seem to simplify and clarify the uncertainties of the future. In response to this, I propose a different approach, one that operates neutrally and timelessly dealing with the uncertainties of the future while providing moral groundings that can help to clarify the future’s state of moral vagueness. RESUMEN La neurociencia ha proporcionado valiosas herramientas para analizar problemas filosóficos; sin embargo, el debate sobre el papel de las evidencias neurocientíficas en la explicación de determinados fenómenos mentales sigue abierto. La discusión se centra en la experiencia mística y sus bases neuronales, lo que permite efectuar consideraciones más genéricas acerca de la legitimidad y el alcance de los razonamientos neurocientíficos cuando versan sobre algunos de los más conspicuos productos de la cultura. Through cultural transmission, repeated learning by new individuals transforms cultural information, which tends to become increasingly compressible . Existing diffusion chain studies include in their design two processes that could be responsible for this tendency: learning and reproducing . This paper manipulates the presence of learning in a simple iterated drawing design experiment. We find that learning seems to be the causal factor behind the increase in compressibility observed in the transmitted information, while reproducing is a source of random heritable (...) innovations. Only a theory invoking these two aspects of cultural learning will be able to explain human culture's fundamental balance between stability and innovation. (shrink)

Orphan drug policy often gives ‘special treatment’ to rare diseases, by giving additional priority or making exceptions to specific drugs, based on the rarity of the conditions they aim to treat. This essay argues that the goal of orphan drug policy should be to make prevalence irrelevant to funding decisions. It aims to demonstrate that it is severity, not prevalence, which drives our judgments that important claims are being overlooked when treatments for severe rare diseases are not funded. It shows (...) that prioritising severity avoids problems caused by prioritising rarity, and that it is compatible with a range of normative frameworks. The implications of a severity-based view for drug development are then derived. The severity-based view also accounts for what is wrong with how the current system of drug development unfairly neglects common diseases that burden the developing world. Lastly, the implications of a severity-based view for current orphan drug policies are discussed. There are no data in this work. (shrink)

Blockchain is an open digital ledger technology that has the capability of significantly altering the way that people operations operate in organizations. This research takes a first step in proposing several ways in which the blockchain technology can be used to improve current organizational practices, while also considering the ethical implications. Specifically, the paper examines the role that blockchain technology plays in three primary areas of people operations: entry to the organization, intraorganizational processes, and exit. In each section, the paper (...) reviews the ethical implications from the lenses of virtue ethics, utilitarianism, deontology and contractarianism. The paper concludes that in whole the implementation of blockchain technology in people operations processes can create a more ethical work environment. Are intelligent machines really intelligent? Is the underlying philosoph- ical concept of intelligence satisfactory for describing how the present systems work? Is understanding a necessary and sufficient condition for intelligence? If a machine could understand, should we attribute subjectivity to it? This paper addresses the problem of deciding whether the so-called ”intelligent machines” are capable of understanding, instead of merely processing signs. It deals with the relationship between syntax and semantics. The main thesis concerns the inevitability of semantics for any (...) discussion about the possibility of building conscious machines, condensed into the following two tenets: ”If a machine is capable of understanding (in the strong sense), then it must be capable of combining rules and intuitions”; “If semantics cannot be reduced to syntax, then a machine cannot understand.” Our conclusion states that it is not necessary to attribute understanding to a machine in order to explain its exhibited “intelligent” behavior; a merely syntactic and mechanistic approach to intelligence as a task-solving tool suffices to justify the range of operations that it can display in the current state of technological development. This text, commissioned by the OSUN Global Observatory of Academic Freedom, discusses how the concept of academic freedom is codified in Colombian Law and regulations of public and private higher education institutions. It also explores common conceptions of academic freedom among Colombian scholars, as well as commonly observed threats to it.

Recent years have witnessed an escalation in corporate social reporting (CSR) by UK companies (Gray, Kouhy and Lavers 1995). Whilst some elements of CSR reporting are required by law, much of it represents voluntary reporting. By investigating the non‐mandatory reporting of two aspects of social responsibility, corporate community involvement (CCI) and environmental impact, this paper seeks to explore why companies choose to make such disclosures. It specifically asks whether companies are primarily motivated by the strategic need to manage their reputation (...) and legitimacy rather than by the recognition of their ethical accountability, which is the stated purpose of reports produced by cutting edge companies (Clarke 1998). In this paper I propose to conceive of forgiveness as a process of eliminating punitive reactive attitudes, which makes up part of the offended person’s willingness to reestablish a certain type of reciprocal relationship with the offender. Distinguishing among types of reciprocity allows us to realize that forgiveness is a more varied phenomenon than is usually assumed in the philosophical literature, as well as to understand why the dispute concerning the gratuitousnessconditionality of forgiveness is meaningless.

This paper examines folk theories of algorithmic recommendations on Spotify in order to make visible the cultural specificities of data assemblages in the global South. The study was conducted in Costa Rica and draws on triangulated data from 30 interviews, 4 focus groups with 22 users, and the study of “rich pictures” made by individuals to graphically represent their understanding of algorithmic recommendations. We found two main folk theories: one that personifies Spotify and another one that envisions it as a (...) system full of resources. Whereas the first theory emphasizes local conceptions of social relations to make sense of algorithms, the second one stresses the role of algorithms in providing a global experience of music and technology. We analyze why people espouse either one of these theories and how these theories provide users with resources to enact different modalities of power and resistance in relation to recommendation algorithms. We argue that folk theories thus offer a productive way to broaden understanding of what agency means in relation to algorithms. (shrink)

Se presenta en este trabajo la encrucijada actual de la interpretación de la novela más célebre de Gabriel García Márquez dando cuenta, por un lado, de una tradición interpretativa que desde una cierta idea de “lo nacional” relaciona el sentido de la obra con un agotamiento de la historia y, por otro lado, postulando las condiciones de posibilidad de otra interpretación, vale decir, otra tradición interpretativa desde donde leer la novela para hallar en ella otro sentido con relación a la (...) historia. This work examines thoughtlessness and seeks to illuminate the necessity and extent that reflection is involved in becoming practically wise within an Aristotelian virtue ethical framework. Derived from an Arendtian reading of Kantian aesthetic judgment, an account of thinking and judging is offered to supplement traditional accounts of practical wisdom.

En este trabajo se ofrece un acercamiento desde el derecho a los análisis promovidos por las teorías institucionalistas, y conecta esos análisis con una concepción esencial de democracia y dos problemas de las democracias latinoamericanas: la subrepresentación de las mujeres en los parlamentos y el clientelismo político en el marco de la distribución de planes sociales. Para ello, se comienza con una aproximación al concepto de instituciones informales, que es central en los análisis institucionalistas, y se reconocen dos diferentes tipos (...) de instituciones informales con distintas características. Luego de ofrecida una concepción esencial de democracia y sus condiciones y condicionantes, se realiza un análisis de cómo las instituciones informales han afectado la eficacia y efectividad de las normas jurídicas dictadas para promover las cuotas de género en las elecciones parlamentarias y, como contracara, se muestra cómo un diseño adecuado de los programas de distribución de planes sociales ha logrado neutralizar instituciones informales tales como el clientelismo y la pequeña corrupción, que afectaban de manera directa a las democracias latinoamericanas. Finalmente se proponen ciertas ideas sobre la relevancia del buen diseño legislativo y su vinculación con las instituciones informales. (shrink)

The current study analyzed the relationship between Coronavirus Awareness, mental health, and willingness to seek professional psychological help. This was made through a quantitative approach, using online questionnaires to collect data from 855 subjects. The questionnaires included the Brief Symptom Inventory to measure mental health indicators, the Attitudes Toward Seeking Professional Psychological Help Scale–Short Form, and the Coronavirus Awareness Scale-10. An Exploratory Factor Analysis suggests that three factors underlie the CAS-10: Coronavirus Concern, Exaggerated Perception, and Immunity Perception. Results indicate a (...) significant positive correlation between Coronavirus Concern and both general anxiety and phobic anxiety symptoms. Immunity Perception is positively related to paranoid ideation and psychotic symptoms. A Mediation Analysis determined that Coronavirus Concern has a significant positive direct effect on Openness to Seeking Psychological Treatment, while Exaggerated Perception and Immunity Perception scores have significant direct negative effects on the Value and Need in Seeking Treatment scores. Indirectly, the relationship between Coronavirus Concern and OPST is significantly mediated by anxiety symptoms. Similar results were found for the VNST subscale. There is a negative significant effect of Immunity Perception over OSPT mediated by Paranoid Ideation. However, the overall model only achieved small r2 coefficients for the OSPT and VNST scores. Comparisons in Coronavirus Awareness between sex, age, and the presence of children and older adults at home were also made. These results are discussed regarding their practical implications for mental health providers and policymakers. (shrink)

Ethical leadership matters in the context of organizational change due to the need for followers to trust the integrity of their leaders. Yet, there have been no studies investigating ethical leadership and organizational change. To fill this gap, we introduce a model of the moderating role of involvement in change. Organizational change and involvement in change are proposed as context-level moderators in the relationships of ethical leadership and work-related attitudes and performance. We employ a sample of 199 supervisor–subordinate pairs from (...) a wide variety of organizations. Results support a three-way interaction (ethical leadership, organizational change, and involvement in change) for performance and OCBs. Our results have important implications for organizational change since ethical leadership appears to complement follower involvement when change is happening. (shrink)

Gratitude is both expected and problematic in live organ donation. Are there grounds to require it, and to forbid access to live donor transplantation to a recipient who fails to signal that he feels any form of gratitude? Recipient gratitude is not currently required for organ donation, but it is expected and may be a moral requirement. Despite this, we argue that making it a condition for live organ transplantation would be unjustified. It would constitute a problematic and disproportionate punishment (...) for perceived immoral behaviour on the part of the recipient. It would also bar the donor from positive aspects of organ donation that remain even in the absence of recipient gratitude. A potential recipient's lack of gratitude should be explored as a possible symptom of other morally problematic issues and integrated into the information provided to the potential donor. Recognition of the donor's gift and gratitude for it may also need to be expressed in part by others. This last aspect is relevant even in cases where the recipient feels and expresses gratitude. The issues involved in deciding whether to use artificial methods of delivering hydration and nutrition are often very difficult for patients, families, and health care providers. Once private and personal matters, these decisions now frequently involve the judicial system. Five years ago, Hospice of Washington recognized the need for a written policy and wrote the one published here. Its goal is to respect individual preferences and family concerns while addressing the nutrition and hydration needs of dying patients.
